I think countries like China, Russia or continents like South-America, Africa or other countries in Asia should have their own payment services similar to paypal but as an orientation the shape of moneybookers I prefer. Make such services the preferred services to not allow an American service (paypal) penetrate your countries which may even be used to harass selected people like me.
You may then even form such services a little to your culture.
